At COP29, in partnership with IRENA and with the support of ParlAmericas and the Southern African Development Community Parliamentary Forum, the Global Renewables Congress hosted a session on 18th November in the IRENA/Global Renewables Hub called Tripling Renewable Power by 2030: Accelerating RE Investment. In this discussion, we brought together lawmakers and thought leaders to discuss accelerating the enabling conditions to increase investments into the renewable energy (RE) transition. The session underscored the urgency of collaboration in achieving a world powered by 100% renewable energy. As the global community faces mounting climate challenges, the message was clear: the shift to renewable energy is not only possible but unstoppable—and it is already well underway.
An Unstoppable Transition
Participants emphasized that the renewable energy transition is now irreversible. Technological advancements, cost reductions, and growing public demand for and the ability to access cleaner energy have created an unstoppable momentum. Achieving 100% renewable energy is within reach, provided the right policies and investments are in place.

Legislators: Catalysts for Change
Parliamentarians and legislators are vital enablers of this transformation. By crafting supportive policies, removing barriers to investments, and prioritising renewable energy in national agendas, lawmakers can create environments where renewable energy is an engine for societal and economic development and growth. The session highlighted examples of leadership, such as efforts underway in Canada, Germany, and Namibia, which are actively moving their legislative frameworks to achieve ambitious renewable energy targets.
A Call for Inclusive and Just Transition
Central to the dialogue was the need for an inclusive and equitable transition. Legislators and just energy transition experts, such as the Climate Vulnerable Forum and the Youth Representative for SDG7 agreed that renewable energy systems must address the needs of youth, Indigenous communities, and marginalised groups. Climate-vulnerable nations, often at the forefront of climate impacts, were recognised as essential partners in this transition. The dialogue reinforced the importance of building a future where access to clean energy is universal and contributes to a fairer, more just society.

An equitable renewable energy transition isn’t just about meeting today’s challenges—it’s about ensuring a sustainable future for the next generations. By incorporating the perspectives of young people and prioritising intergenerational equity, policymakers can ensure that the renewable energy shift leaves no one behind.
The Legislators Dialogue at COP29 served as a powerful reminder of the role lawmakers play in shaping a cleaner and more equitably structured energy future. The path to 100% renewable energy is clear, and with global collaboration and commitment, a sustainable future is within reach.
